Birmingham City Council
Search took me to http://www.birmingham.gov.uk/planningenforcement which had a form as a .pdf which I had to print out and write on - not very good in 2013.
Birmingham City Council
I almost missed the relevant page being headed Planning Enforcement in the section of the main page about Planning Applications. When I got to the page in question it turned out to be a .pdf form I had to print out and fill in in order to make a complaint

A-Z didn't find anything to do with planning violations or reporting it.
Copeland Borough Council
Would have marked the readability as Very easy if it wasn't for the annoying large graphic taking up half the page.
Coventry City Council
to report the task, on the home page was a button saying report on it so when you clicked on it, it gave you a drop down of the problems but when you wanted to view more, you click on this button. it then said planning enforcement issue... and this was how to report the problem. the a-z result was easy because you would just go onto the report a problem or issue section under R and then find the problem. the internal search result was ok though because it came up with what you'd expect to find. the google result was also quite easy.

Seems odd how easy it was to find via Google but impossible by other means.

Very easy to find the form from the Report It dropdown.
South Tyneside Council
It was easy enough to find the page with the information about making a complaint, but it seems you have to do it by phone rather than being able to do it online. I think the term 'planning enforcement' sounds like a council term rather than a user term.
Navigation result: when pressing the "Environment and planning" services tab i get to "Building control" i struggle to know which one to press to report a problem It could be hard for people with less experience with computers, to know which one to go to.
Worcestershire County Council
The County Council don't do Building Control, its the responsibility of the District Councils. It was very easy to find this out. There were links to the District Councils, though 1 was broken.
